Background:

The Rule of Law Section (RoLS) is one of four programmatic sections of the Mission’s Human Dimension Department (HDD). It is consisted of five portfolios: war crimes and transitional justice, trafficking in human beings, hate crimes, major crimes and justice sector policy. These portfolios are run by portfolio holders, led by Head of Rule of Law and overseen by Head and Deputy Head of the HDD. RoLS’s focus is on improving the country’s response to these serious crimes, as well as improving the transparency, integrity and public trust in the operation of the country’s judicial system. The RoLS’s core activities include (i) trial monitoring of individual cases; (ii) legal research and analysis, (iii) reporting on findings related to systemic issues facing the country’s criminal justice system and associated advocacy efforts, and (iv) developing and delivering capacity-building activities.

Should you be selected for the position, you will provide programmatic and administrative support to National Legal Officer, Trial Monitring within the RoLS.

Tasks and Responsibilities:

The successful candidate will be tasked with the following duties: 1. Monitoring court cases before the Court of BiH, as well as the human rights situation within other justice sector institutions according to the policy and guidelines established by the Head Office;

2. Drafting reports on monitored proceedings, background papers, reports, talking points and letters;

3. Attending and summarizing conferences and meetings;

4. Assisting in the organization of events related to the work of the RoLS; and

5. Performing other duties as assigned.

Necessary Qualifications:

  •  You should be between 19 and 30 years old on the date of the deadline of this vacancy notice;
  •  You should be in your final year of higher education at graduate or postgraduate level or within two years after graduation by the deadline of the vacancy;
  •  Knowledge of relevant BiH legal frameworks in addition to international legal standards, procedure and instruments, in particular in relation to international human rights law and international criminal law;
  •  Strong analytical, research, and drafting skills;
  •  Professional fluency in English with excellent communication (both oral and written) skills;
  •  Professional fluency in Bosnian-Croatian-Serbian (BCS);
  •  Computer literate with practical experience using Microsoft and Internet applications;
  •  Ability to establish and maintain effective working relations with people from different national and cultural backgrounds, whilst maintaining impartiality and objectivity;
  •  Self-motivated and able to work independently;
  •  Previous experience in working/interning for a judicial institution, international organizations, or diplomatic service, as well as knowledge of international humanitarian law, would be an asset;

Remuneration Package:

The OSCE is not in a position to pay any remuneration or cover any expenses incurred by the intern during his/her stay in Sarajevo nor reimburse travel expenses. However, interns selected who are non-residents of Sarajevo may be eligible for some compensation towards their living costs in Sarajevo.

The internship lasts up to six (6) months for citizens of Bosnia and Herzegovina, and up to three (3) months for international applicants.

Internships do not constitute a commitment to future employment with the OSCE.

The selected intern shall provide the OSCE with evidence that he/she has health insurance coverage which is valid for Bosnia and Herzegovina, otherwise he/she shall be obliged to join the OSCE group health insurance scheme for the period of their internship, at their own expense. The OSCE will cover life and disability insurance for the duration of internship.
