Long Term Research Expert Development of Data and Analytical System At African Tax Administration Forum (ATAF)

Position : Long Term Research Expert Development of Data and Analytical SystemThe African Tax Administration Forum (ATAF) has received financing from the African Development Fund toward the cost of the Regional Institutional Support Project for Public Financial Governance – Phase II (RISPFG) and intends to apply part of the agreed amount for this Grant to payments under the contract for Long-Term Research Expert for Development of Data and Analytical System for Africa.

The services included under this project are:

1. Conducting actual original research on an assessment of tax administration data maturity
2. Developing a strategy to engage ATAF member states participating in the project
3. Project management
4. Developing, Testing and Implementing the database and analytical tools
5. Preparing and submitting progress reports
6. Management of the African Tax Outlook (ATO) Products.

Required profile for job ad : Long Term Research Expert Development of Data and Analytical SystemThe Individual expert is expected to have among others the following qualifications and key competencies:

• A minimum of Master Degree in a relevant field (Statistics, Economics, Data/Information Management, Advanced Statistical Analysis, Information Technology) or any other relevant field
• At least 5 years demonstrated experience in data management, database development and archiving, including use of web-enabled platforms and common statistical analysis tools
• At least 5 years demonstrated experience in tax and/or non-tax systems development and management, database development, modelling, analysis and/or forecasting
• Experience in big data manipulation and analysis
• Experience in developing countries or within the Sub-Saharan Africa region will be considered a strong advantage
• Experience in carrying out at least two (2) assignments of similar nature and complexity
• Strong analytical skills, familiarity with quantitative and qualitative data collection and analysis methods
• Excellent communication and interpersonal skills and ability to perform in diverse and multicultural environment
• Excellent writing and presentation skills and excellent team working skills
• Excellent command of Microsoft Office and other related tools.
