Project HOPE seeks a Chief of Party, RMNCH Technical Advisor, SI/M&E Manager, Finance and Administration Manager, and Health Care Financing Advisor for the upcoming USAID-funded Ghana Health Program activity. The goal of this project is to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, increasing the capacity of host-country institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.
Health Care Financing Advisor
- The Health Care Financing Advisor will provide support to the COP and technical advisors, and provide direct technical assistance to the Government of Ghana, the Ghana Health Service, project sub-partners, and other project stakeholders on health fianncing.
- S/he will support the project implementation teams, local partners, and government counterparts to ensure that activities and service delivery are adhering to USAID and Government of Ghana policies, guidelines, and standard operating procedures with particular a focus on health financing activities.
- The Healthcare Financing Advisor will lead the packaging of a promotive and preventative MNCH insurance scheme package, including costing.
- Master’s degree or higher in areas related to Health Management, Economics, social sciences, and Public Health.
- Minimum 7 years’ experience which included both implementation and technical assistance around health financing and/or economics in Ghana, including insurance schemes.
- Knowledge of Ghana health system and Ghana National Insurance Scheme
- Skilled in building capacity of individuals and organizations.
- In-depth understanding of Ghana healthcare system, particularly the public health system.
- Proven track record managing a project team composed of several technical experts and fostering teamwork.
- Familiarity with USAID’s administrative, management, and reporting procedures and systems.
- Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.
- Strong analytical skills and skills with Stata, SPPS, Excel and other software for statistical analysis.
- Excellent verbal, written interpersonal, and presentation skills in English.
- Proficiency in Microsoft Office applications, including Teams and PowerBi.
