The Role

If so then you may be our next Director, Community Health Financing Design and Strategy for the Africa Frontline First Initiative

Reporting to the Co-Executive Director of Africa Frontline First (AFF), the Director, Community Health Financing Design and Strategy will lead the strategy, design, and execution of the Collective Financing Approach. In 2023, the Africa CDC and Africa Frontline First mobilized several funding partners to commit toward coordinated and collective community health financing. At the same time, Africa Frontline First has also begun working with country actors to articulate their country’s investment needs.

In 2024, the Director, Community Health Financing Design and Strategy will build on these wins to further articulate the vision of collective financing, demonstrate the value and feasibility of the collective financing approach, and continue cultivating the various partners needed to make this a reality. This all serves the larger AFF goal of mobilizing $2B for community health in Africa, supporting 200,000 professional CHWs. This role is to ensure the organization’s enduring impact on healthcare initiatives across the African continent, fostering resilience and meaningful change.

About Africa Frontline First

Africa Frontline First (AFF) Initiative aims to support ten countries in Sub-Saharan Africa to build high-functioning, resilient, country-led community health service delivery with an expanded and institutionalized health workforce of 200,000 CHWs by 2030. Anchored within the local context and health reform journey of each country, these shifts in community health service delivery will contribute to reduce excess morbidity and mortality from COVID-19, Malaria, TB, and HIV, prevent maternal and child mortality, advance health security, and accelerate economic recovery at the community level following the pandemic. In turn, these investments in community health are critical to progress on the health SDGs, including ending AIDS, TB, and Malaria, expanding universal health coverage (UHC), and as well as ensuring effective pandemic preparedness and response to COVID-19 and future pandemics.

The AFF initiative is led as a collaborative effort by the Financing Alliance for Health, Last Mile Health, and Community Health Impact Coalition under the leadership of President Ellen Johnson Sirleaf.

This role is open to national and international candidates located in or willing to relocate to Accra, Ghana. This role is also open to candidates located in the Eastern Seaboard of the United States with US work authorization. This role is fully remote in the US and hybrid in Ghana.

What you’ll do

Strategic Oversight, Leadership, and Planning

  •  Align with AFF leadership on the overall strategic and long-term vision of the Collective Financing Approach, and how to move toward that vision on an annual and quarterly basis, including what shifts and pivots are needed in response to learning.
  •  Set, refine and, ensure delivery of the Design workstream’s objectives and key results (i.e., annual & quarterly workstream management).
  •  Support the alignment of this strategy with key parts of AFF including our country-level projects, key partnerships like the Africa CDC, and other key stakeholder relationships.
  •  Identify the functional needs of the design team and advise on the team structure, management systems, and ways of working for successful execution.
  •  Define, implement, and monitor the Collective Financing Approach’s activities, and work plans, ensuring clear roles and work management in Asana.
  •  Participate in AFF’s management team and provide reporting to AFF’s top leadership (Co-Executive Directors and Oversight Committee).
  •  Be accountable for and report on the workstream’s progress. Identify challenges to progress, and help the team identify solutions. Identify key risks, and elevate them to appropriate stakeholders.

Design and Demonstrate the Community Health Collective Financing Approach

  •  Propose a visionary Collective Financing Approach for community health, emphasizing principles, institutional structure, and a 2024 action plan, building on 2023 groundwork.
  •  Prioritize sustainability, HRH, gender, and climate considerations within this streamlined approach for impactful and inclusive community health initiatives.
  •  In 2024, collaborate with like-minded organizations to refine the Collective Financing Approach, demonstrating its value and feasibility. This entails sharing investment data, enhancing transparency, and streamlining reporting categories and indicators for improved coordination and impact assessment.
  •  Engage with essential stakeholders, including frontrunner countries’ MoH/MoF , institutional funders, philanthropy, and technical organizations, to design and operationalize the collective financing approach.
  •  Collaborate closely with key partners like the Global Fund, USAID, President’s Malaria Initiative, PEPFAR, Africa CDC, and philanthropic partners, aligning efforts with other AFF teams focused on country engagement and stakeholder relationships.
  •  Review all final outputs, providing the technical assurance and backstopping deliverables to meet expected quality and contribute towards achieving the desired results
  •  Where necessary, provide individual and technical support as part of the workstream/project team. Bring own experience and technical skills to the work, as a “helper” role to others

Build and Manage Working Team and Key Relationships

  •  Translate annual objectives and key results (OKRs) and workstream priorities into a work plan with clear projects, activities, and tasks – that are captured on Asana – and adequately designed, with clear scopes, roles and responsibilities, and are properly resourced eDfZ3oe BIpnb
  •  Ensure that the working team is clearly structured with specific roles, and responsibilities that each member can drive
  •  Support staff to plan, supervise, monitor, and follow up, together with key partners, all aspects of the work plan
  •  Represent AFF work externally in senior convenings, workshops, donor meetings, and other fora for sharing success, learnings, and opportunities
  •  Maintain and update stakeholder stakeholder map for strategic partnerships.

What You’ll Bring

  •  Master’s degree in at least one of the following areas: health economics, health policy, health program management, finance, investment, or other similar fields
  •  Progressive years of experience working in non-profit/government or international development sector and demonstrated years of management experience
  •  Previous experience with designing financing mechanisms, including technical design and financial structuring – flow of funds, innovative financing, performance components
  •  Demonstrated experience leading multi-party collaborations and negotiations leading to successful agreements and partnerships
  •  Practical leadership experience in leading multi-functional, multi-cultural teams that are geographically spread
  •  Strong leadership and stakeholder management experience with demonstrated ability to build trust-based relationships when engaging at different levels within government, public, and private sectors
  •  Sound understanding of primary health, community health and universal health coverage (with strong content knowledge in these areas) as well as familiarity with Global Fund priorities and processes at headquarters and country level.
  •  Excellent strategic analysis skills
  •  You must have excellent oral and written presentation skills, and strong computer skills, including MS Word, PowerPoint and Excel

Compensation for this position: The Band for this position: SLB-5

For Ghana and the United States , the range is $90,966 – $113,018 dependent upon experience doing an equivalent role. Please note that this compensation is subject to statutory taxes.
