Position Title: Shelter Officer

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Under the overall supervision of the Head of Sub-Office East, Southeast, Mediterranean (ESEM) Region, and the direct supervision of the Recovery and stabilization officer, the Shelter Officer will be responsible and accountable for the technical and operational coordination, monitoring and implementation of Shelter/Non-Food Items (NFI) projects activities.
Core Functions / Responsibilities:
- Assist in the development and updating of IOM’s Shelter/NFI strategies in Turkey (particularly with reference to the assigned area of responsibility) in close coordination with the Shelter/NFI Sector, relevant Government counterparts, beneficiary communities and other relevant humanitarian stakeholders.
- Coordinate and supervise the implementation of Shelter/NFI activities in the areas of intervention, facilitating complementarity of the response with other essential services.
- Participate in the regular coordination meetings at sub national sector level such as technical working group meetings, and relevant coordination meetings with relevant stakeholders (Local authorities, United Nations (UN) agencies, International Non-Governmental Organization (INGO), Non-Governmental Organization (NGO) etc.).
- Monitor project budget and expenditures, check alignment with internal and donor requirements, and ensure that budget lines are respected. Track burn rates to support the effective use of project funds, and maintain effective and regular liaison with the Program Manager.
- Monitor the use of resources and delivery of Shelter/NFI project targets and requirements, bringing delays, bottlenecks, quality, budget or procedural issues to the attention of the Project Manager and making recommendations for corrective actions.
- Monitor and assist in expediting programme implementation through discussions and correspondence with project and technical staff, as well as with government authorities and project partners, and through field and project visits.
- Analyze project/programme reporting and provide recommendations on potential adjustments and emerging complementary opportunities. Contribute to the development of new projects/programmes by providing technical inputs and staying abreast of donor priorities in the region.
- Supervise and provide technical guidance to relevant support staff.
- Participate in joint verification site visits, and provide guidance on intervention methodology of various Shelter/NFI support types as applicable.
- Contribute to the development and implementation of needs assessments/post distribution monitoring as related to Shelter/NFI response in various locations.
- Analyze data from assessments and Post Distribution Monitoring evaluations to support informed programming choices.
- Contribute to the development of and maintain project progress trackers and project monitoring tools.
- Work closely with the Logistics and Procurement Unit on the procurement process and thedelivery of program items. Participate in bidding processes and monitor the performance of the contractors to facilitate timely response and high-quality delivery of services.
- Work closely with IOM’s temporary settlement support (TSS), Psychosocial SupportServices (PSS), Displacement Tracking Matrix (DTM) and other teams to support the identification of gaps and to contribute to a comprehensive response strategy.
- Contribute to the capacity building of the Shelter/NFI team by conducting and contributing to the development of training modules.
- Provide inputs to support required reporting of Shelter/NFI activities for both internal and external audience and in accordance with IOM and donor formats as required.
- Contribute to the drafting of proposals and provide technical inputs according to IOM and donor requirements. Check consistency with relevant priorities of the programme and available resources.
- Undertake duty travel relating to over-all project/programme coordination, assessment and liaison with counterparts.
- Provide technical inputs and recommendations with respect to the type of interventions required in the relevant Area of Responsibility (AOR), including but not limited to: emergency shelter response, collective shelter upgrades, repairs and/or retrofits, new construction, neighborhood infrastructure improvement, etc.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
- Master’s degree in Construction Management, Architecture, Civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or
- University degree in the above fields with four years of relevant professional experience
- Experience in coordinating the implementation of shelter and water, sanitation and hygiene (WASH) programming in complex emergencies;
- Experience monitoring large-scale budgets;
- Experience in liaising and coordinating with implementing partners; Experience in project administration;
- Experience working on multi – story buildings;
- Experience in rehabilitation of heating systems.
- Knowledge of social and development issues as well as general migration related issues;
- Knowledge of project development, administration and evaluation concepts and procedures;
- Proficiency in computer applications (MS Word, Excel, Outlook etc);
- Ability to work quickly and accurately and pay attention to detail;
- Ability to meet deadlines and work under pressure;
- Ability to present clear and concise information and good communication skills;
- Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds.
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of either Arabic and/or Turkish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
