Project HOPE seeks a Chief of Party, RMNCH Technical Advisor, SI/M&E Manager, Finance and Administration Manager, and Health Care Financing Advisor for the upcoming USAID-funded Ghana Health Program activity. The goal of this project is to strategically contribute to the Government of Ghana’s strategies to reduce preventable maternal, newborn and child deaths, including stillbirths, and improve their overall health and well-being by 2030. Activities are expected to advance Ghana toward increased localization, increasing the capacity of host-country institutions and local organizations to introduce, deliver, scale-up, and sustain the use of evidence-based, quality MNCH, voluntary family planning, malaria, and global health security services. The project will increase access, utilization and quality of maternal and child health, family planning, malaria, and nutrition services to reduce preventable maternal, newborn and child deaths in northern Ghana.

Required profile for job ad : Project HOPE RecruitmentChief of Party (COP)

The COP will provide vision, leadership, and direction to ensure the strategic, programmatic, technical, and financial integrity of the upcoming project. The COP will be responsible for the overall program leadership, management, and technical direction of staff and consultants, project activities such as implementation, monitoring, reporting and evaluation, and partner coordination. S/he is supposed to serve as key liaison with USAID, government counterparts, and local partners. The COP will manage and supervise the work of program personnel and subcontractors/subgrantees and ensure that all program assistance is technically sound and appropriate. S/he also oversees program work planning, performance management, and strategic communication.

Required Qualifications

·       Master’s degree or equivalent in Public Health is preferred.

·       At least 10 years of demonstrated experience managing operational, project management, and administrative duties for U.S. Government–funded projects or other internationally-funded programs. Previous Chief of Party, Deputy Chief of Party, or senior management experience in public health, RMNCH, or related field in Ghana.

·       Leadership skill in designing, managing, implementing, monitoring, and evaluating donor-supported programs as well the ability to manage programmatic and financial reporting requirements, including sub-grants management.

·       Demonstrated experience managing consortiums and building capacity of local organizations.

·       Understanding of the Ghana (or similar) social and political context, and developments in the health sector.

·       Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving program needs.

·       Excellent diplomacy skills and a proven ability to establish and sustain interpersonal and professional relationships with USAID missions, host-country counterparts, and representatives from other key stakeholders such as NGOs, PVOs, the private sector, and other donors.

·       In-depth knowledge of USAID projects, regulations, compliance, and reporting.

·       Management, training, or clinical background in maternal, newborn, and child health, family planning/reproductive health, or health systems strengthening.

·       Ability to work in a complex environment with multiple tasks, short deadlines, and intense pressure to perform.

RMNCH Technical Advisor

The RMNCH Technical Advisor will provide support to the COP, oversee a team of technical advisors, and provide direct technical assistance to the Government of Ghana, the Ghana Health Service, project sub-partners, and other project stakeholders. S/he will support the project implementation teams, local partners, and government counterparts to ensure that activities and service delivery are adhering to USAID and Government of Ghana policies, guidelines, and standard operating procedures with particular a focus on RMNCH services. S/he will be responsible for overseeing the implementation of service delivery, system strengthening, and service quality interventions. This includes strengthening health networks to deliver basic and advanced services; implementing mixed models of obstetrics and child survival referral management including emergency transportation; SBC campaigns; risk-segmented outreach and follow-up service delivery for mothers and newborns; enhancing skills of healthcare workers; and other activities.

Required Qualifications

·       Master’s degree in public health, medicine, social sciences, community development, or a related degree.

·       Minimum 7 years’ experience which included both implementation and technical assistance around RMNCAH+ interventions, preferably in Ghana or similar context.

·       Proficiency in implementing quality improvement activities at facility and community levels.

·       Skilled in building capacity of individuals and organizations.

·       In-depth understanding of Ghana healthcare system, particularly the public health system.

·       Proven track record managing a project team composed of several technical experts and fostering teamwork.

·       Familiarity with USAID’s administrative, management, and reporting procedures and systems.

·       Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.

·       Expertise in research to practice—identifying and adapting best practices to specific project contexts.

·       Excellent verbal, written interpersonal, and presentation skills in English.

·       Proficiency in Microsoft Office applications, including Teams and PowerBi.

·       Ability to travel nationally and internationally 30-50%.

SI/M&E Manager

The SI/M&E Manager will support better performance and greater accountability by implementing evidence-based program/project management at the field level, in order to guide and improve performance. Specifically, s/he sets up effective monitoring systems to collect basic information about activities in the initial phase of emergency response and supports the design and implementation of sustainable monitoring and evaluation systems in coordination with relevant government agencies and headquarter-based M&E staff in line with Project HOPE’s MEAL standards. S/he analyzes, interprets, and communicates information in a way that promotes informed decision-making for ongoing and future programmatic activity. S/he supports establishing and maintaining effective feedback mechanisms for decision making, fully in line with commitments regarding accountability to affected populations (AAP), including IASC CAAP, CHS, and Sphere Humanitarian Charter.

Required Qualifications

·       Master’s-level or a higher degree in social sciences, public health, statistics, or international development, with experience or background in M&E, epidemiology, public health, and health information management.

·       Minimum of five (5) years of applied national or international experience in designing, implementing, and overseeing health program monitoring and evaluation tasks.

·       Demonstrated experience in managing teams and building staff capacity within complex programming.

·       Experience with M&E approaches for multiple  donors such as USAID.

·       Experience in database design and other tools for information management such as DHIS2.

·       Experience in use of qualitative and quantitative software for data analysis as well as in building capacity of national counterparts in the analysis, reporting, and presentation of data to diverse audiences.

Finance and Administration Manager

The Finance and Administration Manager oversees and ensures the compliance and development of all financial and accounting systems and processes at national and regional levels. S/he is expected to ensure the availability of financial resources for Project HOPE operations across projects in Ghana. S/he will review and account for procurement transactions, ensure adequate supporting documentation, accuracy of amounts, and control over or fraudulent payments. The incumbent will ensure the accuracy of financial transactions and meet the financial reporting requirement including preparation, submission for review from HQ, and final submission to donor within the set deadlines. S/he prepares the required budgets, ensures regular review of budgeted against actual expenditures, coordinates the preparation and submission of periodic reports for various projects, annual budget projections, assets management, and procurements.

Required Qualifications

·       Master’s degree in Accounting, Finance management, or any other relevant qualification.

·       Minimum of seven (7) years of managerial experience in finance and admin in NGO, private, or donor environments.

·       Extensive experience in Financial and Administrative management at the management level.

·       Extensive experience in working with computerized accounting and admin systems.

·       Comprehensive knowledge and working experience with USAID, World Bank, EU, DfID, UN, and other donors.

·       Knowledge of NGO’s financial policies and procedures desirable.

·       Experience in developing and managing procurement and logistical procedures and policies.

·       Demonstrated knowledge of program sustainability, capacity building, and public-private partnerships.

·       Strong writing and presentation skills.

·       Strong negotiation, interpersonal, and organization skills.

·       Ability to effectively present information and respond appropriately to questions from senior managers, counterparts, and senior government.

Health Care Financing Advisor

The Health Care Financing Advisor will provide support to the COP and technical advisors, and provide direct technical assistance to the Government of Ghana, the Ghana Health Service, project sub-partners, and other project stakeholders on health fianncing. S/he will support the project implementation teams, local partners, and government counterparts to ensure that activities and service delivery are adhering to USAID and Government of Ghana policies, guidelines, and standard operating procedures with particular a focus on health financing activities. The Healthcare Financing Advisor will lead the packaging of a promotive and preventative MNCH insurance scheme package, including costing.

Required Qualifications

·       Master’s degree or higher in areas related to Health Management, Economics, social sciences, and Public Health.

·       Minimum 7 years’ experience which included both implementation and technical assistance around health financing and/or economics in Ghana, including insurance schemes.

·       Knowledge of Ghana health system and Ghana National Insurance Scheme

·       Skilled in building capacity of individuals and organizations.

·       In-depth understanding of Ghana healthcare system, particularly the public health system.

·       Proven track record managing a project team composed of several technical experts and fostering teamwork.

·       Familiarity with USAID’s administrative, management, and reporting procedures and systems.

·       Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts, and representatives from other key stakeholders such as NGOs, CSOs, and the private sector.

·       Strong analytical skills and skills with Stata, SPPS, Excel and other software for statistical analysis.

·       Excellent verbal, written interpersonal, and presentation skills in English.

·       Proficiency in Microsoft Office applications, including Teams and PowerBi.
