The vacancy is located Cali – Valle del Cauca with trips to the project’s areas of action. The position belongs to the area of Natural Resources and Governance.
Hierarchical dependence
Under the general supervision of the FAO Representative in Colombia, the Program Officer, technical supervision of the senior specialist in natural resources and governance and direct supervision of the project coordinator.
Field of specialization
The Professional in Protected Areas and Complementary Conservation Strategies is responsible for leading the forestry component, complying with FAO standards.
Tasks and responsibilities
Under component 2 of the project ( Integrated PA management, areas with buffering function and Complementary Conservation Strategies ECC ), you should:
- Coordinate the implementation of the activities of the component in charge.
- Prepare periodic reports of the activities carried out and contribute to the preparation of the semi-annual progress reports of the project ( IPP ).
- Support the periodic monitoring and evaluation of the project, collecting information related to compliance with indicators of the Results Framework and its means of verification, and identification of lessons learned.
- Participate in the design and implementation of MUCB intervention plans.
- Support the process of formulating the management plan for the National Integrated Management District ( DNMI ) Cabo Manglares, Bajo Mira y Frontera, by including zoning for the regulation of artisanal and industrial fisheries in the area.
- Support the implementation of actions for the adoption of management plans and the strengthening of coordination spaces that allow the governance, conservation and protection of PNN Katios, Farallones, Tatamá and Munchique in articulation with the communities.
- Accompany the identification, prioritization and implementation of prioritized activities of the Río Bravo forest reserve management plan.
- Identify and prioritize, in coordination with environmental authorities ( National Natural Parks ( PNN ) and Regional Autonomous Corporations ( CAR ) in the region ), needs for the improvement of management effectiveness from the application of the Effectiveness Analysis tool for the Management of Protected Areas with Social Participation” AEMAPPS for the areas of the SPNN National Natural Park System and the tools prioritized by the regional environmental authorities and the strengthening of governance mechanisms in the prioritized Protected Areas.
- Prepare and carry out supervision, in coordination with environmental authorities ( PNN and CAR in the region ), of the implementation of the investment plan to improve the management effectiveness of prioritized PA and strengthen governance mechanisms in prioritized Protected Areas.
- Guide the application of the Management Effectiveness Tracking Tool ( METT ) of AP of the GEF mid-term and at the end of the project.
- Prepare the terms of reference and carry out supervision, in coordination with the participating entities, of the signed contract for the design of the financial sustainability strategy for the consolidation ( implementation of the SIRAP Pacific action plan ).
- Prepare the terms of reference and supervise the implementation of prioritized actions of the designed financial sustainability strategy.
- Coordinate the support of the project in the realization of spaces for participation and decision-making in accordance with the internal regulations and work plan of the SIRAP Pacific.
- Make a proposal of criteria to prioritize and select the Complementary Strategies for Conservation ECC in the Mosaics of Use and Conservation of Biodiversity ( MUCB ).
- Prepare the terms of reference and supervise the formulation of planning and management instruments for Complementary ECC Conservation Strategies for black and indigenous peoples and implementation of prioritized actions.
- Accompany the identification and prioritization of investment needs to support the implementation of planning and management instruments, As a basis for the formulation of the plan, investments prioritized in the ECC Complementary Conservation Strategies.
- Accompany the implementation of the plan once it is agreed, approved and activities with direct actors are prioritized.
- Accompany the design and implementation of community monitoring mechanisms in the ECC Complementary Conservation Strategies, which account for progress and/or improvement in the conservation and sustainable uses of biodiversity in these areas.
- Preparation of a document of lessons learned in the formulation of the instruments for managing the Complementary ECC Conservation Strategies typical of indigenous peoples, blacks and peasants, the implementation of said management plans and the community monitoring strategies used
- Accompany the establishment of mechanisms for identification, recognition and registration of ECC Complementary Conservation Strategies within the framework of the national process carried out by MADS together with the Alexander Von Humbolt IAvH Institute with the support of the GIZ.
- Lead the joint exercise of agreement on the minimum technical requirements for the characterization of the ECC Complementary Conservation Strategies.
- Preparation of a document that systematizes the concerted technical guidelines for the characterization of the Complementary ECC Conservation Strategies.
- Coordinate the characterization of the Complementary ECC Conservation Strategies in MUCBs.
- Define and develop, in coordination with the participating entities, the identification of technical minimums required for the formalization of the ECC Complementary Conservation Strategies.
- Lead consolidation, socialization and feedback, together with the project team and participating entities, of the technical guidelines of the Complementary ECC Conservation Strategies of the Colombian Pacific region, as a contribution to its formalization process at the national level.
- Validate, together with the participating entities, the selection of priority areas for conservation to be declared Protected Areas, within each of the prioritized MUCBs.
- Agree with the relevant entities, the actions to support the declaration process of the prioritized areas.
- Prepare the terms of reference and supervise the implementation of the support actions agreed for the declaration of the new APs and the implementation of activities that are prioritized for their driving.
- Support the periodic monitoring and evaluation of the project, collecting information on variables and indicators of the products in their charge.
- Participate in meetings with the Coordination Unit.
- Support calls, organization and development of workshops for consultations with ethnic communities and organizations within the framework of the implementation of the Plan for the Participation of ethnic and peasant communities.
- Accompany the Coordination Unit in the technical meetings that are mentioned within the framework of the project.
- Support the professionals and technicians of the project team with advice on cross-cutting aspects related to their specialty and functions.
- The other activities and / or tasks assigned to it by the contract supervisor and / or by the project coordination, which are inherent to the development of the contractual object.

Minimum requirements
- University degree in ecology, biology, degree in biology, environmental engineering, forest engineering or related to biodiversity conservation and protected area management.
- Minimum professional experience of five ( 5 ) years in sustainable development projects and work with black, indigenous and peasant peoples, at the regional, local level of the Colombian Pacific.
- Practical knowledge of Spanish ( C level ) spoken and written.
- Colombian nationality.
