Procurement Officer – Ghana, Accra, At International Fertilizer Development Center (IFDC)

Position Summary

The incumbent will handle and provide support to all procurement functions within the given country of operations while reporting to the Supervisor of Procurement Services. The Procurement Officer will perform a critical role in procurement process of the country office and ensure uniformity and compliance to the IFDC procurement policy and keep the Country Director abreast of all purchasing activities. She/he is responsible for completing and coordinating the country office’s procurement in adherence to the IFDC procurement policy. The Procurement Officer is a support position that works to fully handle all procurement functions within an office based on approved purchase requisitions.

Responsibilities

Main duties are:

Procurement

  •  Evaluating and locating sources which meet project requirements on a cost-effective basis by adhering to the established procurement policy and procedures (e.g., qualifying vendors, reviewing products)
  •  Negotiating vendor proposals and maintaining contact with vendors to arrange logistics of all inbound and outbound goods and services (e.g., placing orders for goods and services, resolving billing discrepancies, correcting orders, mode of transportation, customs, agriculture inspectors)
  •  Assist in storing and organizing inventory items, maintaining any inventory files, managing stock levels,
  •  Assist in conducting physical inventory counts, issuing inventory with support from the Admin Officer,
  •  Arranging for inbound/outbound logistics of goods on a country-wide basis (e.g., mode of transportation, customs, etc.)
  •  Performing a variety of other related minor duties as required (e.g., preparing cost estimates, selling scrap materials, assisting in special projects)
  •  Knowledge of procurement and logistics policies and procedures to meet project demands timely and prepare proper records
  •  Ability to interview, evaluate, and screen vendors and suppliers based on price, quality, and delivery speed to secure optimal products and services for the best price
  •  Ability to communicate effectively with IFDC personnel and external vendors to answer questions and resolve any discrepancies
  •  Ability to examine data to detect omissions, errors, and abnormalities with purchasing items and quotes

Netsuite

  •  Ensure that all items requested to be purchased on fully approved in the NetSuite system with a complete Purchase Request form.
  •  Ensure that all procurement transactions are done through NetSuite.

Training

  •  Provides coaching on proper procedures for staff regarding purchase requests.
  •  Ensure the staff in the country understand and observe IFDC Procurement Manual;
  •  Conduct induction session for newly recruited staff on procurement-related procedures. eIE5M74 BIpnb
  •  Support the projects in any purchasing needs that arise;
  •  Ensure the integrity of procurement procedures of the office by enforcing appropriate internal controls;

Job Requirements

  •  A minimum of Bachelor’s degree in a relevant field.
  •  A minimum of 5 years’ experience in a procurement or similar role,
  •  In-depth knowledge of procurement processes and purchasing guidelines.
  •  Outstanding troubleshooting and time management skills.
  •  Strong attention to detail.
  •  Excellent written and verbal communication skills
  •  Strong computer skills with experience in MS office software, procurement software experience is desired;

  •  Experience working in a similar multidisciplinary and international environment;
  •  Strong interpersonal skills, team working skills with ability to maintain effective work relationships;
  •  Previous experience in procurement or relevant experience;
  •  Excellent communication skills with ability to express ideas clearly, logically and effectively
  •  Ability to assess priorities and work on own initiative.
  •  Great organizational skills and attention to detail in high-level finance tasks.
  •  Strong sense of integrity and personal commitment to the achievement of goals.

Reporting and Work Relationships

Procurement Officer will report to the Procurement Supervisor with a matrix reporting to the Country Director by handling any and all procurement aspects of the office, other than the receiving of purchased goods and services.

Location

This is a national recruitment with a duty station in the IFDC office based in Ghana.

Benefits

IFDC’s benefits include annual and sick leave, health and group life insurance coverage, a 13th-month salary, social security and pension contribution in compliance with local laws and end-of-contract benefits.

Salary Clause

The salary grade for this position is BG 7 with an annual starting salary of 59,594 GHS.

The determination of new employee salaries takes into account various factors. These include the salary range linked to the assigned job grade, the candidate’s qualifications in relation to the job’s responsibilities and prerequisites, internal fairness, the competitive state of the job market, as well as potential organizational and budgetary considerations.
