National Procurement Specialist At Food and Agriculture Organization


The National Procurement Specialist will work under the overall supervision and guidance of the FAO Representative to Ghana, the technical supervision of the Lead Technical Officer (LTO), the direct supervision of the Assistant FAOR (Head of Programmes) as well as the FAORAF Procurement Team.



Technical Focus

Procurement planning, project procurement, tender documents, contracts for services and purchase orders for goods.

Tasks And Responsibilities

  • Be primarily responsible for facilitating procurement processes under the project, ensuring it is timely.
  • Work with the RAF Procurement Team to ensure adequate vendors, suppliers and contractors are successfully registered in the FAO/UN system in time to facilitate project activities.
  • Respond to requests for assistance during tendering process from project staff, makes recommendation on best course of action and approves obligations as per delegated level of authority.
  • Assist in the preparation of periodic reports, assessments, and technical documents, including but not limited to; project progress and monitoring reports, Project Terminal Report implementation reports, letters of agreement, terms of references, and speeches.
  • Support monitoring through analysis of reports. Identifies variances and/or compliance issues and makes recommendations.
  • Participate in the development of improved work methods and procedures.
  • Participate on special project/work teams.
  • Draft tender documents, contracts, purchase orders and general correspondence.
  • Review the technical and financial offers.
  • Participate in meetings with stakeholders as necessary.
  • Participates in the market and suppliers’ research.
  • Assist in planning and execution of workshops and other meetings.
  • Perform any other duties as may be required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

  • Advanced university degree in Business, Administration, Economics, Public Administration or Commerce or a related field. Candidates holding a first level university degree, Bachelors’ degree or equivalent, may also be considered if possessing two additional years of relevant work experience.
  • Minimum 5 years of experience in procurement management. Knowledge of agricultural sector is a plus.
  • Working knowledge of English, (level C).
  • National of Ghana.

Technical/Functional Skills

  • Knowledge of agricultural sector is a plus.
  • Demonstrated knowledge of procurement and contract-related issues including reviewing, preparing and drafting contractual instruments.
  • Demonstrated ability to draft documents and material in English is considered a strong asset.
  • Work experience in more than one location or area of work, particularly in field positions is desirable.
