Context:

Under the supervision of the Business Analyst in the Department of Operations and Emergencies, and in coordination with relevant focal points in Divisions and Units at Headquarters, and in Regional and Country Offices, the Migration Crisis Support Officer will provide technical and process support for the further development and management of IOM’s online Global Crisis Response Platform (GCRP) and the roll out and use of the Migration Crisis Operational Framework (MCOF).

Core Functions / Responsibilities:

GCRP:

  1. Provide inputs and information to support the maintenance and further enhancement of the GCRP, notably in relation to harmonization with institutional processes and systems, automation, and workflow improvement.
  2. Assist in the coordination of the annual process from Crisis Response Plan selection to publishing Plans and funding progress, including data collection, internal coordination, updating guidance and support to drafters and reviewers, and extraction and verification of data from existing systems, facilitating timely launch and updates during the year.
  3. Provide technical guidance to support the dissemination and use of the platform by Headquarters, Regional, and Country Offices.
  4. Support capacity strengthening efforts by updating related guidance and training, and contributing to the development of capacity building materials.

MCOF:

  1. Support awareness-raising and capacity-strengthening efforts, initially focusing internally within IOM By maintaining/updating online training, online and in-person training and workshops, and contributing to the development of related products.
  2. Provide technical and process support for coordination with relevant Headquarters Divisions and Units as well as Regional and Country Offices, facilitating the use of MCOF for comprehensive analysis, planning, coordination and programming, and the collection and dissemination of examples of good practice and integration of MCOF into relevant institutional systems, processes and guidance.

General:

  1. Undertake duty travel as required to provide guidance and information to support awareness raising, capacity strengthening and use of MCOF an GCRP as required.
  2. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Science, International Relations, International Development or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Knowledge and experience across the spectrum of crisis response.
  • Experience working at international level with UN, international humanitarian organizations, and non-governmental or governmental institutions/organizations in a multi-cultural setting.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in

English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of either French, Spanish or Arabic is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
