The World Bank engagement in FCV situations and the FCV Group:
The demand for WBG expertise and operational engagement on FCV has increased over the last years, and it is expected to further grow in the period to come. The challenge for the WBG is to increase the impact of its engagement on FCV issues, by: (i) mainstreaming and scaling up FCV programs across the WBG; (ii) ensuring quality and impact, including by developing new, evidenced-based business models where needed; and (iii) strengthening partnerships with donors, UN, and other partners.
The FCV Group aims to steer and drive the FCV agenda within the WBG, and to ensure consistency, complementarity in approaches across the WBG. The FCV Group is led by a Director and is comprised of approximately 45 staff distributed across two separate units.
The challenges of operating in an FCV environment: In the context of the World Bank Group Strategy for Fragility, Conflict, and Violence 2020-2025, the WBG is making significant efforts to strengthen its ability to address such challenges. For the FCV Group, this includes: (1) ensuring support to operational teams, including by engaging directly, by facilitating peer-to-peer exchanges of experience, and by sharing innovative approaches and hard-earned lessons; (2) working with OPCS and other internal partners to review standard Bank processes and practices (e.g. related to security, the balance between project preparation and implementation support, use of new technologies, etc.); and (3) strengthening the knowledge and understanding of the overall FCV portfolio, and helping identify generic issues and reflect lessons learned to improve performance.
For more info, check out the WB FCV site: The FCV Group is structured into a Front Office and two units led by tagged managers, GTFS1 and GTFS2, which share the responsibility for supporting the implementation of the FCV strategy. The current opening is for the Manager of GTFS2, which is responsible for supporting the Africa West, Africa East and South, and MENA regions, as well as leading on the forced displacement, gender, IDA FCV envelope financing instruments, security, GEMS, among other thematic areas.
Duties and Accountabilities
As a Manager, you’ll be working closely with the FCV management team responsible for: Strategic leadership for the FCV Group:
- Support the FCV Director in setting the strategic direction and priorities of the FCV Group.
- Play a leadership role in articulating plans and objectives on key FCV thematic areas and emerging priorities including forced displacement, security, and gender.
- Contribute to furthering leadership across FCV themes by contributing to knowledge leadership, management, and learning on the FCV agenda. Build and lead effective teams and foster effective collaboration across the FCV Group to ensure timely, high-quality completion of projects.
- Cultivate and leverage partnerships across the WBG and with external actors, particularly in the development, humanitarian, peacebuilding, and security realms, and represent the WBG in engagements with external collaborators, including high-level events.
Operational support to country teams: Key elements of operational support include to:
- Work with the GTFS1 Manager to ensure the integration of an FCV lens into country strategies, operations, and country-level analytical work of countries facing FCV issues and risks. In particular, the Manager will oversee a primary FCV diagnostic tool, Risk and Resilience Assessments (RRAs) in AFE, AFW, and MNA.
- Support CMUs on implementation of the IDA20 FCV scale-up, including leveraging the increase in core resources and FCV windows such as the Prevention and Resilience Allocation, Turn Around Allocation, and Window for Refugees and Host Communities to deliver FCV-informed strategies and programming;
- Monitor FCV dynamics at the country, regional, and global level; informing and advising CMUs, Regional Leadership Teams, and WBG Senior Management about key, FCV-specific developments; and mobilizing expertise and knowledge on FCV issues across the WBG and beyond;
- Contribute to the FCV knowledge agenda by ensuring country experiences are available and shared among FCV CMUs across the WB;
- Guide CMUs on the development and implementation of plans to enhance WBG engagement, effectiveness, and results for key IDA20 FCV priorities;
- Help GPs provide frontline implementation support, including finding solutions for surge capacity; leveraging third parties and ICT tools for remote project monitoring; strengthening delivery solutions in insecure areas;;
- Support CMUs to build strategic partnerships with relevant external partners, including multilateral and bilateral agencies;
- Produce results and success stories from the country level for corporate reporting and resource mobilization efforts, such as the operationalization of the IDA20 which will scale-up engagement on addressing transboundary drivers of FCV and strengthening regional crisis risk preparedness.
- Provide strategic leadership for the development of the forced displacement agenda across the WBG, ensuring a strong focus on transformational engagements, and developing possible responses to emerging strategic issues;
- Together with DFI and OPCS, support CMUs and GPs to ensure effective implementation of the Window for Host Communities and Refugees (WHR), including supporting the development and delivery of programming that enhances socioeconomic opportunities for refugees and host communities in currently eligible countries, and supporting the eligibility of, and preparation of forced displacement strategies for, new IDA refugee-hosting countries to benefit from the Window;
- Provide operational support to country and task teams across relevant CMUs, and GPs to ensure effective implementation of the forced displacement agenda;
- Strengthen key external partnership s, like UNHCR, bilateral donors, and other MDBs;
- Build and share knowledge on forced displacement within the WBG and with key partners, including through analytics, research, and staff training;
- Mobilize and manage forced displacement-focused financial resources, including trust funds and WPA.

Geo-Enabling Initiative for Monitoring & Supervision (GEMS):
- Provide strategic leadership for the GEMs team, now counting over 40 members, based in around 30 countries;
- Mobilize and manage financial resources, including trust funds and WPA.
- Advanced university degree in Political Science, Business, Finance, Economics, Engineering, or related discipline, with a minimum of 15 years of proven experience
- Good track record designing and implementing a successful organizational strategy that brings together disparate teams to drive progress on shared objectives.
- Excellent understanding of and experience with drivers of fragility, conflict, and violence and of the development approaches needed to sustainably address them.
- Strong background working on development issues in low-income and middle-income FCV-affected countries.
- Solid understanding of safeguards and the Environmental and Social Framework;
- Experience in mobilizing resources as needed to finance critical initiatives.
- Outstanding interpersonal, diplomatic and partnership skills and proven ability to work in a collaborative environment with team members and across organizational boundaries.
- Good understanding of Bank policies, processes and procedures related to trust funds and financing operations.
- Fluency in English is required and French is desired.
