The main objective of this consultancy is to support the development of a regional labour mobility strategy to strengthen labour migration governance, policies, protection and rights of workers as well as to inform future interventions and decision-making of key national and regional labour mobility stakeholders in the Pacific.
The consultant will be seconded to PIFS for the duration of the consultancy to ensure efficient coordination with key partners, as well as to coordinate the development of the Regional Strategy with the development of other key regional strategies including but not limited to economic strategy, private sector strategy, Pacific Aid for Trade Strategy, and diaspora engagement thus ensuring synergy of efforts but the overall is to be aligned to the 2050 Strategy for the Blue Pacific Continent.
- In coordination with ILO and PIFS, coordinate and facilitate the development of the Regional Labour Mobility Strategy for strengthening labour mobility governance in the Pacific in line with Pacific Aid for Trade Strategy 2020-2025 and relevant thematic areas of the 2050 Strategy for the Blue Pacific Continent.
- Undertake country consultations in coordination with PIFS and ILO if required
- Collate, review and analyse the regional and national level labour mobility-related policies and frameworks, bilateral agreements, trade agreements and the Comprehensive Assessment of Pacific Labour Mobility to inform the development of the regional strategy.
- Ensure engagement and consultation with key stakeholders in the development of the Regional Strategy including but not limited to national Labour, Immigration, Trade, Statistics, Education, Planning, Environment and Finance Ministries/Departments, as well as CROP agencies, workers and employer organizations (Unions and EBMOs), PPIU as well as Pacific labour migrants, and communities.
- Conduct hybrid consultations, workshops and surveys with key national and regional stakeholders to present findings and gather feedback.
- Coordinate with IOM country offices and the Regional Office in Asia and the Pacific to ensure effective information sharing, knowledge management and collaboration on the development of the Regional Strategy.
- Keep abreast of developments across other thematic areas of the 2050 Strategy within PIFS, including gender and the Pacific labour migration context, the Pacific Roadmap for Inclusive Economic Development, the Pacific Aid for Trade Strategy, private sector strategy, diaspora strategy and ensure that the Regional Labour Mobility Strategy is aligned with key priority areas, as well as other global and regional strategies.
- Provide concrete policy and programme recommendations on strengthening labour mobility governance in the Pacific, including as a climate resilience strategy.
- Draft an evidence-based, gender-sensitive, age-sensitive and culturally sensitive Regional Strategy with relevant sections of overview, context analysis, potential areas for programming and recommended policy actions.
- Collecting Data and relevant information to support the development of the Strategy
- Support external communications, visibility efforts, events and workshops promoting the labour mobility agenda and presenting the Regional Strategy to relevant target audiences and enhancing overall output and content development.
- Undertake duty travel as necessary to support the drafting of the Regional Strategy.
- Perform such other duties as may be assigned.
- Undertake a review of the recruitment and related fees
- Initiate an implementation roadmap of the strategy
Education:
- Master’s degree in Social Science, International Relations, Law, Migration studies or a related field from an accredited academic institution with two years of relevant professional experience, or
- Bachelor’s degree in Social Science, International Relations, Law, Migration studies or a related field from an accredited academic institution with four years of relevant professional experience.
Experience:
• Track record of previous publications on migration policy, labour migration and sustainable development topics.
• Proven experience in undertaking policy and programme analysis and drafting strategies/policies.
• Proven experience in writing concise reports including undertaking incisive analysis.
• Ability to work independently and interdependently with stakeholders.
• Experience developing relevant methodologies, data analysis plans and conducting literature and policy reviews.
• Capacity to collate and synthesize qualitative and quantitative data in a comprehensible manner.
• Experience in conducting focus group discussions and key informant interviews with governments, civil society and communities.
• Experience conducting remote research using online tools.
