The Position:
The consultant will work with the project lead under the supervision of the Deputy Representative and the overall supervision of the UNFPA Country Office Representative, in order to empower local governance institutions and actors for inclusive development planning/budgeting as envisaged, UNFPA seeks to engage an individual consultant:
- To develop a Human Rights Based Approach (HRBA) Planning Guide for training of Local Governance Actors on inclusive/sustainable development planning.
- Train identified Local Government Staff on the use of the guide for inclusive development planning in 3 Regions (Upper West, Upper East and North-East).

The consultant is expected to:
- Develop a practical HRBA Planning Guide for training of identified local governance actors for inclusive development planning.
- Facilitate training on the use of the guide for the Local Governance Actors in 3 Regions (North-East, Upper West and Upper East).
- Facilitate an online orientation for two CSO partners on HRBA.
Qualifications and Experience:
Five (5) years of work experience in human rights-based programming, training and development of planning tools.
Education:
Master’s degree in Governance, Human Rights, Development Studies, Gender Studies and related fields.
Knowledge and Experience:
- Knowledge of the decentralized system of governance in Ghana (Local Government System) including the development planning in the districts and local government space. eJoD86Z BIpnb
- Experience in the development of training manuals/guides, participatory frameworks/tools, training materials including user friendly versions.
- Excellent participatory training and group facilitation skills.
- Excellent communication/presentation, report writing and documentation skills.
- Ability to analyze/ understand the complex issues of human rights and culture within the local governance sphere.
- Good knowledge of the development challenges in northern Ghana and its implications for radicalization in the face of the current Sahel crisis.
- Excellent knowledge of peace building, governance, gender, youth, population and development dynamics.
- Research-related experience in issues and policies on cross border conflicts, peace and security, gender and social norms as well as humanitarian, peace and development nexus in Ghana.
- Good human relations skills and ability to work with diverse groups with different backgrounds.
- Good knowledge of the UN system and the development sector.
