Job Summary:
CRS is implementing the Latter-day Saint Charities (LDS) funded Holistic Opportunities for Positive Engagement in Maternal and Child Health (HOPE-MCH) Project which puts child wellbeing at the center and seeks to envelop children with the support and care they need from their families, communities, clinics, and health system to survive and thrive.
You will be responsible for supervising the project’s management, offering technical guidance for the project’s development and execution, You will also be responsible for ensuring quality implementation of new projects. Your management skills and knowledge will ensure that the Country Program (CP) delivers a high-quality project and continuously works towards improving the impact of its overall Health programming.
Roles and Key Responsibilities:
- Ensure that new and existing project activities in the relevant project cycle – from design and start-up to implementation and close-out meet CRS program quality principles and standards, donor requirements, and good risk compliance practices. Identify gaps, build capacity of the team and partner staff to ensure utilization of the appropriate systems and tools.
- Provide leadership and guidance over project implementation, ensuring that partners and field staff adhere to their assigned scopes of work and agreements. Ensure all members of the implementation team work cooperatively and productively to achieve project objectives.
- Identify and report any challenges or gaps to inform adjustments to plans and implementation schedules. Support teams in their efforts to document project experiences.
- Manage talent effectively and supervise. Handle team dynamics and ensure staff well-being. Offer coaching, strategically customize individual development plans, participate in the recruitment process of project staff, and carry out performance management for direct reports.
- Manage and monitor the financial and material resources that are relevant to project needs. Ensure efficient use of project resources through careful planning and oversight.
- Lead the development of program learning – identify opportunities for learning, research and publications in the area of Health and implementation of MEAL policy. Facilitate the dissemination of promising practices and lessons learned to contribute to the agency knowledge management agenda. Ensure integration of innovations and best practices.
- Play a significant role in the pursuit of new funding opportunities to ensure the growth of the CP’s Health sector portfolio in line with agency, regional, and CP Health strategic priorities. This is to disseminate and implement the agency’s Health and Development Strategy. Serve as the technical lead and technical writer to ensure quality health proposals per agency and donor standards. Contribute to budgeting and activities for proposals and ensure health projects are developed and implemented considering the different needs and roles of gender groups, using a transformative approach aiming for gender equality.
- Lead the process of identifying the capacity of staff and the technical assistance needs of partner organizations. Facilitate capacity strengthening and necessary interventions to support high-quality project implementation. Assist in identifying, evaluating, and strengthening partnerships that are relevant to the Health portfolio, applying the appropriate use of partnership concepts, tools, and approaches.
- Represent and raise the profile of CRS Ghana’s health capacity at strategic technical events, conferences,. workshops, etc. through presentations, papers and other technical outputs.

- Strong analytical and problem-solving skills, with ability to make sound judgment and decisions and offer innovative solutions
- Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how you approach each relationship.
- Good presentation and facilitation skills

Preferred Qualifications
- Good experience in project grants management, including project design, preferably for grants from multiple public donors, including USAID.
- Demonstrated ability to write high quality technical proposals.
- Experience engaging with partner organizations

- Staff management experience and abilities that are conducive to a learning environment.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information management systems.
Required Languages: English Language and other local languages such as Dagbani, Likpakpa,Twi and or Bassari
Travel – Must be willing and able to travel up to 25%.
Supervisory Responsibilities: Project Manager and Technical Advisor
Key Working Relationships:
Internal: Country Representative, Head of Programs, Head of Operations, Procurement Manager, Project Officer, Senior Project Officers, Project Officers, CP MEAL Coordinator, HQ Donor Liaison, Regional Technical Advisors, HQ specialists, MEAL Coordinator
External: All project partners, Government officials, public and private sector stakeholders, donors, industry experts, local/international NGOs, and local and international Catholic agencies.
Qualifications
Basic Qualifications
- Master’s Degree in International Development, International Relations or in the field of Health required. Additional experience may substitute for some education.
- Minimum of 7 years’ experience in relevant field-based project management experience required, with preferably at least 2-3 years working in the area of health, especially in maternal and child health. Experience in local government systems strengthening is a plus.
- Experience in managing moderately complex projects preferably with an international NGO.
