Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the the Migration Emergency Coordinator (HQ), the direct supervision of the Head of Office (HoO), and the technical supervision of the Senior Emergency Coordinator for the Ukraine Response in Headquarters (HQ), the Emergency Coordinator will oversee and manage all the International Organization for Migration (IOM) Slovakia crisis response programming related to the Regional Refugee Response to the conflict in Ukraine, including the development and implementation of activities and initiatives.

Core Functions / Responsibilities:

  1. Manage the overall development and implementation of crisis response related programming activities and initiatives, including Displacement Tracking Matrix (DTM), Accommodation and Shelter, Cash Based Initiatives (CBI), Mental Health and Psychosocial Support (MHPSS), and case management of specific needs for of people fleeing conflict in Ukraine.
  2. Coordinate with other thematic units of the mission, particularly protection and migrant integration related units, to ensure synergies within the humanitarian funding frameworks and support efforts to transition and pivot to European Union (EU)-funded mechanisms and sustainable integration approaches to the migrants and refugees in Slovakia.
  3. Manage crisis response programming in the Area of Responsibilities (AoR) and lead coordination efforts with the Refugee Response partners (including United Nations High Commissioner for Refugees (UNHCR), The International Federation of Red Cross and Red Crescent Societies (IFRC) and the United Nations International Children´s Emergency Fund (UNICEF), NGOs, State and local authorities, and other stakeholders.
  4. Manage operational and administrative aspects, and backstop financial management, of all relevant programming, including oversight of implementation in the AoR. Closely liaise with relevant units funded under the Refugee Response Plan Appeal to ensure regular financial and programmatic reporting is centralized and provided consistently to HQ and UNHCR Refugee Coordination Mechanism (RCM) structures.
  5. Manage the development and implementation of the information gathering, reporting, monitoring, and evaluation frameworks for crisis response programming. Oversee necessary scale up and development of strong Information Management, Project Development and Reporting functions.
  6. Represent IOM at all relevant cluster or sectoral meetings, related fora, and other emergency-related events (meetings, presentations, discussions, visits, negotiations etc.) in coordination with the Head of Office (HoO).
  7. Ensure timely and high quality internal and external narrative and financial reporting related tocrisis response programming in line with IOM and donor requirements. Represent the mission for technical level calls and ad-hoc requests for discussion with donors on refugee response programming and planning.
  8. Ensure the high-level quality of deliverables. Provide technical guidance and oversight of compliance to programme partners, technical advisers, programme staff, implementing partners and service providers.
  9. Develop and implement a human resources plan for the response, including a capacity building and mentorship plan in line with the wider CO strategy and the needs for scale up, scale down, and nationalization for sustainability.
  10. Ensure proper visibility and promotion of crisis response programs in line with donor requirements and mission´s visibility strategy and media plan.
  11. Provide guidance and training to programme staff.
  12. Oversee and guide the work of surge personnel as needed.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Sciences, International Relations, Humanitarian Affairs or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in emergency settings with strong knowledge of IOM/UN project life cycles;
  • Experience working in inter-agency refugee (Refugee Coordination Mechanism) frameworks at country level;
  • Strong combination of training and experience in the field of operations, and solid working experience in complex environments;
  • Experience in liaising with government authorities and local communities, as well as national and international institutions;
  • Broad field experience in humanitarian programmatic areas including Shelter and NFIs, CBI,Health, WASH, and logistics;
  • Experience of working in conflict situations and heading field offices or sub-offices is a distinct advantage.
  • Experience working in Slovakia or other EU countries on migration crisis and Ukraine refugee programming.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of either Ukrainian and/or Slovak is an advantage.
