Applications are invited from suitably qualified persons to fill a vacancy in the post of Chief Budget and Fiscal Analyst in the Parliamentary Service of Ghana.



Job Summary

The Chief Budget and Fiscal Analyst will be responsible for providing independent, objective, professional advice and analysis to Parliament on matters related to National Budgets, Economic and Financial Policies, Legislation’s and International Loan and Business Agreements

Main Duties and Responsibilities

The Chief Budget and Fiscal Analyst shall provide support to the Clerk and Management of the Service through the Deputy Clerk responsible for information management services by performing the following duties

• Oversee and coordinate the quality control measures in the provision of services relating to finance, budget, accounting, compensation, pensions procurement and related services to Speakership, leadership, membership, clerkship and Senior Management and the House
• Ensure that financial and accounting policies & procedures are in accordance with statutory regulations and global standards
• Monitor the overall funding status, disbursements, repayment and related reporting in the service
• Ensure that all accounting records are properly and timely maintained and reporting cycles and other associated engagements are performed in accordance with regulatory and organisational requirements
• Co-orodinate with stakeholders for arrangement and management of funds in the service
• Ensure that financial projections and budgets are in line with corporate and departmental strategic plans
• Ensure the implementation of a proper accounting system for bookkeeping, operational support in line with best corporate practices
• Facilitate the development and implementation of strategies, policies, guidelines and standard operational manuals to facilitate the smooth functioning of the offices/departments within the division
• Perform any other duties that may be assigned

Qualification Required & Experience

• A postgraduate qualification, preferably MSc/MPhil/PhD with a specialization in economics, finance, commercial law or a relevant discipline from a recognised university with a minimum of 15 years post-qualification experience in budget and fiscal policy analysis and at least 6 years in a position analogous to a Director in the Public service
• Must have authored several policy documents of international repute for governments and international organisation

Age Limit: An applicant should not be above fifty-five 55 years of age on the date of appointment to the post in the Parliamentary Service.
