Organizational Setting and Work Relationships
The Associate Livelihood and Economic Inclusion Officer will be key in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda’s Sustainable Development Goals.

Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (POC). Contributing to this global roll-out of the GCR, the Associate Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), works towards the following objectives:

  1. improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic opportunities and service;
  2. seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and specialized agencies to advance economic inclusion of refugees; and
  3. enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to improve economic inclusion outcomes.

The Associate Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities and persuasive in mobilizing donors and new partners around new models of economic and social integration.
The incumbent will interact with the government counterparts and other stakeholders with specific mandate in livelihood activities as well as with the refugee communities. Within UNHCR, the Associate Livelihood and Economic Inclusion Officer will work under the supervision of the head of livelihoods and closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, GBV, solutions, complementary pathways and more. S/he will support the office’s involvement with livelihoods and economic inclusion, working with relevant external stakeholders from government line ministries, development actors, private sector, UN agencies, international organisations, NGOs, research institutions and universities.

Duties
– Maintain close contact and cooperation with partners to facilitate the economic inclusion of refugees, such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees. This includes advocating with public and private sector services providers to include UNHCR POC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).
– Work with the multi-functional team, more specifically with the Protection Unit, to assess the legal framework for the right to work and rights at work and recommend/implement advocacy initiatives and policy reforms to improve UNHCR POC¿s economic inclusion, rights and access to work.
– Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys utilising community-based strategies to inform targeting, monitoring and facilitation of development programmes.
– Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR POC.
– In case UNHCR is implementing specific livelihoods activities, strengthen, guide and monitor the livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners.
– Perform other related duties as required.

Experience in working with and developing partnerships with private sector, NGOs, UN organisations, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.

Desired Candidate Profile

The Associate Livelihood and Economic Inclusion Officer will be reporting to the Senior Protection Officer (SPO) based in Luanda. She/he will be responsible for daily management of the livelihood and economic inclusion activities in Angola and will be responsible to develop and operationalize the livelihood and self-reliance strategy in Angola in close consultation with SPO in Angola and Senior Livelihoods Officer based at the Regional Bureau in Pretoria.

The incumbent will provide support on livelihood technical aspects at both strategic and operational levels, including through contextualized technical guidance and capacity building sessions. She/he will participate in consultative processes within UNHCR and a broad range of partners to promote the socio-economic aspects of durable solutions and advance the efficiency of UNHCR’s related field interventions.

She/he should have strong analytical and drafting skills, be results oriented and possess a strong livelihoods background and excellent coordination and interpersonal-communication skills with an international setting preferably with UN agency and/or INGOs.

She/he should have professional experience in developing a multi-year/multi-partner livelihoods strategy as well as in conducting technical capacity building sessions for UNHCR and partner staff members on the wider livelihoods’ frameworks. A field exposure with livelihood and economic inclusion assessments and designing/implementation of livelihoods and economic inclusion monitoring framework would represent an advantage.

She/he should have strong professional experience in designing and implementing urban and settlement (Camp) Market-based livelihood interventions/strategies in close coordination with partner agencies, operational partners, and UN sister agencies. The incumbent should have experience in designing and implementing food security and livelihood, economic recovery programs, socio-economic inclusion of refugees, and host communities.

She/he will need to possess experience in participating in multi-functional team deployments and discussions, while a previous professional experience with UN/UNHCR in the Angola operational environment and knowledge of local dynamics would represent an added asset. For this technical post the knowledge of Portuguese language is desirable.

Nature of Position:

UNHCR Angola operation oversees assistance and protection programmes and their related activities in the Lovua refugees’ settlement and in the urban areas in Dundo and Luanda to meet the basic needs of Persons of concerns related to shelter, WASH, education, health, protection, GBV, and livelihoods. UNHCR Field office in Dundo, Angola, oversees assistance and protection programmes and their related activities in the Lovua Refugees settlement. The Representation Office in Luanda oversees one Field Office located in Dundo capital of Lunda Norte province.

The UNHCR Operation in Angola during last years started to disengage from emergency/assistance-oriented programming and gradually shifted into more core protection activities, community outreach, livelihoods, solutions, and advocacy. In Angola, in late 2022 there are some 56,000 persons we care for – refugees an asylum seeker with varying degrees of documentation, 80% representing the urban based caseload, and around 20% representing the Kasai caseload entirely located in Lunda Norte. Luanda remains the main urban setting for persons we care for in the Country.

The Angola operation is guided by the ‘’One Angola Approach’’ strategy in line with “leave no one behind’’ of 2030 Agenda for Sustainable Development Goals (SDGs) principle. Additionally, the operation is guided by the Bureau’s Strategic Direction and Priorities captured in the 2023-2024 multi-year plan. This is also complemented by the MYMP Protection and Solution Strategy (2020-2024) and the External Engagement Strategy (2020-2021).

Living and Working Conditions:

The incumbent will be based in Luanda, the capital city of Angola. Luanda is the largest city in Angola with approximately 2.5 million of inhabitants. Luanda is a family duty station category B. The city is considered security-stable, where staff members can rent apartments and/or houses with access to running water, electricity, internet, and cable TV. Most of the banks, markets, and hotels open from 8:00 to 15:00 for 6 days a week.

Some banks offer the possibility of opening accounts in foreign currencies. Within Luanda, health centers and hospitals are fully operational. Angola’s healthcare system is comprised of public and private services. In Luanda, most medical services are available, UNHCR currently does not have payment guarantee in place with any provider, upfront payment may be required. The quality of services rendered at the public hospitals is below international standards and recurrent shortages of basic medicines and supplies occur.

In response to COVID-19 pandemic, the government of Angola launched a program to prevent and control the spread of COVID-19. By the end of September 2022, 24.12 % of the target population had taken at least two doses of vaccine.

The use of a face mask (covering both nose and mouth) is required in healthy center/ hospitals, pharmacies, and some public areas.

The crime threat level in Luanda, like in many other large cities, is moderate. The burglaries in residences, robberies can occur at night in some parts of the city. A high level of vigilance and alertness is always required.
