Job Summary:

CRS over the next 3 years will implement the SafeWASH project in the Tamale Metropolitan Area. The SafeWASH project is a product of co-design and collaboration by Woord en Daard, GMB, Catholic Relief Services (CRS) and Tamale Metropolitan Assembly and seek to increase access to safely managed WASH services in Tamale. CRS seeks a Senior Project Officer-WASH to lead the implementation of WASH activities under the SafeWASH project. The Senior Project Officer-WASH will facilitate the achievement of project objectives by leading and managing WASH implementation in project communities and schools. The officer is expected to provide technical guidance and advice to implementing partner(s), and community stakeholders during project implementation. The officer will ensure that the project activities apply systems strengthening approaches and best practices to improve achievement of WASH outcomes under the SafeWASH project.

Roles and Key Responsibilities:

  •  Provide technical support to partners in the implementation of sanitation marketing activities, aiming to facilitate the adoption of enhanced Water, Sanitation, and Hygiene (WASH) behaviors, specifically the ownership and use of private household toilets.
  •  Collaborate with School Health Education Programme (SHEP) unit to rollout WASH in schools interventions in selected schools in the Tamale Metropolitan Area.
  •  Support the organization of WASH review meetings with partners (MMDA, GHS and GES) and other WASH development partners to discuss progress of project implementation and assess the status of WASH (including implementation of WASH plans) in the district.
  •  Support the organization of project planning, reflection and review meetings to assess implementation against key indicators and make recommendation for continuity or variation in project strategies.
  •  Contribute to project learning by documenting key project strategies , lesson learnt and success stories to guide future programming.
  •  Conduct annual performance evaluations of project officers.
  •  Prepare terms of reference and agreements for engaging consultants and contractors to undertake various activities under the project.
  •  Review the work, records, and reports of consultants, contractors and vendors managers in the construction/rehabilitation of water and sanitation infrastructure and prepare / review requests and documents required for payments of consultants, contractors and suppliers.
  •  Provided technical guidance and support to the field team and implementing partners to ensure quality, cost-effectiveness, sustainability and environmental soundness in roll out key project activities such as sanitation marketing and WASH in schools.
  •  Develop and manage relationships with partner organizations in project communities.
  •  Apply Gender Equality and Social Inclusion (GESI) tools and principles to guarantee that project approaches and activities are inclusive and that gender-related concerns are thoroughly considered.
  •  Support to mobilize and sensitize communities and institutions on key project strategies including participatory sanitation and hygiene behavior change approaches using CLTS and formative research informed SBC, to promote and market sanitation in rural communities.

Required Languages – Fluency in English required and understanding of Dagbani language would be a plus

Travel – Must be willing and able to travel up to 75 %.

Preferred Qualifications

  •  University degree in WASH engineering, community development, development studies, public or environmental health, or any other relevant professional background in WASH. Advance degree would be a plus. eEeXfiR BIpnb
  •  Experience working with partners, participatory action planning and community engagement.
  •  Minimum of 3 years’ experience in the field of WASH programming.
  •  Experience in implementing WASH in schools.
  •  Experience implementing CLTS.
  •  Experience implementing Sanitation Marketing.
  •  Experience working with SILC/VSLAs (Demonstrable understanding of the mechanics of Savings and Loans groups).
  •  Staff supervision experience a plus.
  •  Experience monitoring projects and collecting relevant data.
  •  Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).

Supervisory Responsibilities: None

Key Working Relationships:

Internal: Country Representative, Head of Programs, WASH Program Director, IWARC Project Manager, Partnership and Capacity Strengthening Advisor, Senior Project Officer for MEAL, Business Development Specialist, Finance Manager, Senior/Regional Technical Advisors: Water Environment & Sanitation (WES).

External: Government partners (including the Environmental Health and Sanitation Unit, Waste Management Department and Department of Community Development of the District Assemblies), Communities, CBOs, FBOs, Sanitation Entrepreneurs, Artisans, Sales Agents etc.
