Job Description

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls, the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, UN Women leads and coordinates United Nations system to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.



UN Women works across aspects of governance that can most readily accelerate progress towards gender equality. Also help bridge disconnects between national development strategies and gender equality plans. To reform public institutions, we support steps such as cultivating the capacities of public officials to integrate gender equality measures in plans and budgets and select performance indicators for oversight.

Duties and Responsibilities

UN Women supports humanitarian aid providers to help orient their policies and coordination mechanisms towards achieving gender equality. The rapid gender assessment (RGA) is a tool developed to provide a step-by-step guidance on how to undertake the quick field data collection and gender analysis at the initial stage of the emergency. It allows better coordination with other humanitarian actors for a common understanding of who among the population is affected by the crisis, what they need and what humanitarian aid providers can do to support them. So that this time is to provide the capacity strengthening to the GBV AoR Gender Based Violence (Area of Responsibilities) led by UNFPA in

3 States as Southern Shan, Northern Shan and Kayah.

The RGA is contributes to the thinking about the gender dimensions of the crisis and gives initial situation building that improves humanitarian response. it ultimately informs on the effectiveness of the humanitarian work on targeted response and meets the needs of all those impacted by emergencies, especially the most vulnerable. Rapid gender analysis takes place during the assessment phase and in the monitoring and evaluation (M&E) phase, with information collected throughout the program cycle. Data collected through the RGA informs the gender analysis highlighting the different effects of emergencies/crisis on women, girls, men, and boys and verifies that the humanitarian response meets their distinct needs and priorities. The knowledge, basic skills and understanding of an RGA is an important capacity among humanitarian aid providers that UN Women intends to support for cluster/sector Gender Focal Points, Women-Lead, and Women’s Rights organizations’ to be able to meaningfully engage and participate in humanitarian action.

III. DURATION OF ASSIGNMENT AND DUTY STATION

The duration of the assignment will be 30 days over the period of 20th October to 31st December 2023, upon signing of the contract. The consultant will be engaged under one time contract, which facilitates direct engagement of the consultant depending on need and availability within the contract period for a pre-agreed fee.

Required Skills and Experience

  • At least a bachelor’s degree in any related field or university degree in Gender Studies, Political Science, Policy Studies, Sociology, Statistics, Social Sciences, development, or related fields.
  • Minimum 5- 7 years of continuing experience working as training specialist especially scope in gender, curriculum developer, policy analyst in the fields of gender equality, political science, social sciences, or related field.
  • Experience in delivering and designing trainings tools on Rapid Gender Analysis (RGA) training and experience of working with UN on RGA training is required.
  • Experience in working with UN Agencies is asset.
  • The capacity to produce high level reports and analysis in English is an advantage.
  • Fluency in both English and Myanmar language is required.

VII. The Application Process

  • Financial proposal. The financial proposal shall specify professional fee for:
    • Training for (Kayah State – at Taunggyi) [Desk review and slides preparation (1 day)/training resources (2 days), conducting the training (5 days), reporting training (2 days)] 10 days, 23 -27 Oct
    • Training for Southern Shan in Taunggyi  [Desk review and slides preparation (1 day)/training resources (2 days), conducting the training (5 days), reporting training (2 days)] 10 days, 6 -10 Nov
    • Training for Northern Shan in Lashio [Desk review and slides preparation (1 day)/training resources (2 days), conducting the training (5 days), reporting training (2 days)] 10 days, 13 -17 Nov

The financial proposal will be in Myanmar Kyats ONLY and the method of payment shall be banking transfer only. The proposal shall also specify availability during the contracting period and any charges related to other expenses, i.e. logistic, travel and communications expenses.

If in case need to travel to outside Yangon based on the needs of programme management, all actual travel cost for transportation and per diem will be covered by UNWOMEN upon receipt of original voucher.

VIII. Evaluation

Applications will be evaluated based on the Cumulative analysis.

  • Technical Qualification (100 points) weight: 70%
  • Financial Proposal (100 points) weight: 30%

A two-stage procedure is utilised in evaluating the proposals, with evaluation of the technical proposal being completed prior to any financial proposal being compared. Only the financial proposals of the candidates who passed the minimum technical score of 70% of the obtainable score of 100 points in the technical qualification evaluation will be evaluated.

Financial/Price Proposal evaluation:

? Only the financial proposal of candidates who have attained a minimum of 70% score in the

technical evaluation will be considered and evaluated.

? The total number of points allocated for the financial component is 100.

? The maximum number of points will be allotted to the lowest price proposal that is opened/evaluated and

compared among those technical qualified candidates who have attained a minimum of 70% score in the

technical evaluation. All other price proposals will receive points in inverse proportion to the lowest price.

? Financial proposal: the financial proposal shall specify amount breaking down the professional fee for each

deliverable and travel related cost .
