M&E Officer at Star Ghana Foundation


Role Purpose



• The Monitoring and Evaluation Officer will work closely with the Results and Learning Manager to support STAR-Ghana Foundation partners in programme implementation, monitoring and evaluation, documenting learning and reporting.

Key Outcomes:

• Strong portfolio of partners able to respond and contribute to achievement of the strategic objectives of STAR-Ghana Foundation.
• Partners establish relevant indicators to measure progress against results and objectives, and appropriate systems for collection and verification
• Partners have their capacity built so they are able to collect and analyse quality data on the progress and results of their work and adapt accordingly
• Learning and experience from partners and projects is used to inform development of the STAR-Ghana Foundation’s work and best practice within the sector
• Positive working relationships with partners (including civil society and local government) developed through regular communication.
• Accurate and high-quality data and analysis that feeds into the compilation of donor reports and other communications.

Role Requirement

• Provides support to partners based on agreed frameworks. Applies appropriate monitoring and evaluation tools for each project and the presentation of information, in agreement with the R&L Manager. Represents STAR-Ghana Foundation externally with partners, other NGOs, donors and other agencies.
• The role is responsible for training team members and partner staff in M&E and needs to be abreast with evolving statistical and database packages for qualitative and quantitative data analysis.
• Reports to the R&L Manager and work closely with colleagues across the Foundation Management Team (FMT)

Qualification Required & Experience

• Masters degree in M&E (in a relevant field)or its equivalent
• Familiarity with programme cycle management approaches and tools – including participatory planning, monitoring and evaluation of development programmes
• Understanding of financial controls and procedures
• Significant experience in local and international development, including an understanding of issues of governance, accountability and rights
• Direct experience in programme appraisal, monitoring and evaluation and of developing partners’ capacity
• Report writing for donors
• Experience in facilitation, training and network building
