Project Summary:
RFF is a proposed five-year associate award, under the global USAID Advancing Food Fortification Opportunities to Reinforce Diets ( USAID AFFORD), Leader with Associates program. RFF will facilitate advocacy for a policy environment that stimulates the uptake of improved large scale food fortification technologies and best practices, and will work with key regional players to build private sector commitment for LSFF.
The activity will implement solutions including:
- Increasing private sector engagement, trade and investment in regional food fortification
- Improving existing and new policy frameworks to improve access to fortification
- Strengthen the knowledge sharing, coordination and adoption of best practices among key actors in the ECOWAS region
Job summary:
TechnoServe is looking for a Chief of Party for the anticipated five year RFF activity. As Chief of Party you will provide leadership and overall management and implementation responsibility for the anticipated Project, and be the primary point of contact for USAID, partners and stakeholders.
This position will be based in Accra, Ghana, with travel throughout the ECOWAS region.
Primary Functions & Responsibilities:
- Lead overall implementation and management of the anticipated program, from inception to close-out, ensuring that the program achieves established goals, objectives, and targets.
- Provide strategic guidance, leadership, management, and general technical oversight of a region-wide program.
- Develop and implement a strategy to strengthen and extend the enabling environment and regulatory monitoring and enforcement of LSFF through the public sector.
- Engage the private sector in seeking sustainable approaches to expanding LSFF in compliance with national fortification mandates.
- Supervise a large team, including Finance Manager, MEL Manager, Communications Manager and Technical Specialist/s.
- Build and strengthen regional commitment, leadership and resources to scale LSFF.
- Oversee development and submission of project deliverables on time, within budget and in compliance with USAID and TechnoServe requirements.
- Ensure key mobilization deliverables are met, including the development and submission of a Monitoring, Evaluation and Learning (MEL) Plan and Annual Work Plan
- Recruit, lead, manage, and supervise delivery teams comprising long- and short-term team members and consortium partners across multiple ECOWAS member countries (both Francophone and Anglophone).
- Foster collaboration, learning, and adaptive management to inform decision-making, communicate with stakeholders, and drive impact
- Act as a spokesperson for the program and present its work regionally/globally.
Basic Qualifications:
- Bachelor’s degree with at least 15 years of professional experience or a Master’s degree with at least 10 years of professional experience in the design, management and monitoring of multi-sector, large-scale international development projects, with a background in nutrition, international development, business, economics, public policy, or other relevant areas. eEXzwgE BIpnb
- Significant professional experience working on nutrition or food systems interventions and programs
- At least five years of experience leading and managing multi-disciplinary, international teams with a high level of leadership, interpersonal, technical and analytical experience, as team leader, chief of party or other program director level role.
- Experience implementing large USAID-funded programs and knowledge of USAID regulations, compliance, reporting and procedures.
Preferred Qualifications:
- Experience in large scale food fortification programming
- Experience in building win-win partnerships between multiple sector stakeholders, including local and multinational private sector, public sector, financial institutions, technology providers, and others.
- Ensuring the consultation and meaningful inclusion of marginalized groups, including women, youth, and indigenous people
- Demonstrated ability to clearly communicate a high-level strategy to internal and external stakeholders, while driving execution of a work plan and achievement of short-term milestones.
- Demonstrated ability to use adaptive management principles to make strategic, data-driven decisions in the face of uncertainty and complexity.
- Results-oriented, with demonstrated experience achieving project targets.
- Familiarity with the ECOWAS region and regional trade issues
Required Languages:
- Fluency in English and French with excellent oral and written communication skills required.
Knowledge, Skills and Abilities:
- Strong leadership skills and demonstrated experience in managing complex, multi-disciplinary, and challenging field operations in developing countries.
- Strong interpersonal and communications skills and ability to effectively motivate and manage teams in a multicultural environment.
- Strong presentation and influencing skills, with a track record in representation at global technical and international development forums.
- Demonstrated skills in problem solving, consensus building and coordination of diverse stakeholders.
- Ability to use adaptive management principles to make strategic, data-driven decisions in the face of uncertainty and complexity
- Ability to work under tight deadlines while managing multiple tasks and activities.
- Ability to develop well written, cohesive analyses and reports.
