TAP-EDM Description: The Technical Assistance Partnership – Expert Deployment Mechanism (TAP-EDM) Project provides targeted, short-term (up to 12 months) technical assistance to National Government Entities (NGE) from eligible OECD-DAC countries. The Mechanism is expected to deploy over 250 Canadian experts via 80-100 technical assistance initiatives designed to resolve capacity gaps to bring about the desired changes of the recipient NGEs. Fully aligned with Canada’s Feminist International Assistance Strategy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights, and good governance as key objectives. Canadian experts will come from all walks of life, proudly representing world-class technical human resources but also the diversity and multi-culturalism that is Canada.

TAP-EDM is a four-year C$18,750,000-million-dollar project funded by Global Affairs Canada (GAC) and managed by Alinea International.

About the work This announcement aims to strengthen Ghana’s Department of Gender’s use of robust gender related data to support the adoption of the affirmative action bill (AAB). This will be achieved through support for:

  •  The development of sophisticated information management systems, designed to capture and scrutinize data that is classified by sex, age and other factors, to enable them to create and circulate comprehensive statistics that reflect the state of gender equality; and
  •  Strengthening the department’s leadership to support national entities in conducting research and formulating policy recommendations and/or the facilitation of their implementation to narrow gender disparities.

The Role In this context, the expert will:

  •  Develop a baseline, leveraging existing data, of the current state of gender equality to put the AAB into action.
  •  Establish gender-specific metrics to monitor the progress of the policies described in the AAB.
  •  Enhance the capacity of the Department to collect and analyse data
  •  Develop an MIS platform to house and disseminate gender data
  •  Bolster the Department in convening stakeholders and applying data to advance the AAB, and other platforms.
  •  Develop a detailed work plan, and prepare technical documents, training materials, meeting materials, progress reports and a final report.
  •  Promote the TAP-EDM project and share experience with assigned Alinea International staff through public engagement activities, before, during and after the TAI.

Required Qualifications:

  •  Master’s degree in women’s studies, social sciences, including gender equality training.
  •  Minimum of 15 years experience as a gender equality specialist or advisor
  •  Minimum of 10 years working with governments on evidence-based policy development, advice on advocacy and strategic planning, advice to senior officials on policy implementation, and significant experience working with national statistics bodies
  •  Experience in international development related mandates, including working with developing countries governments an asset
  •  Expertise in the use of statistics to inform gender equality policies and programming
  •  Strong ability to work with multi-stakeholder groups towards a specific policy or programming objective
  •  Ability to work respectfully and effectively in a multicultural and multidisciplinary environment.

The facility is expected to deploy over 150 Canadian experts to 80-100 technical assistance initiatives (TAIs) designed to address capacity gaps and deliver desired changes by recipient national government entities. Fully aligned with Canada’s Feminist International Assistance Policy (FIAP), these initiatives will integrate gender equality, climate action/environmental sustainability, human rights and good governance as key objectives. Canadian experts will come from all backgrounds, offer world-class technical expertise and represent Canada’s diversity and multiculturalism.
