Position : Director, Computer Emergency Response Team (CERT) – Accra
Purpose
The CERT Director holds overall accountability for the policy, strategy, operations, budget, and external representation of the CERT. This role is the senior decision-maker and primary point of contact for constituents.
Key Responsibilities
- Define and maintain the CERT mandate, mission statement, and multi-year strategic roadmap in alignment with national/organisational cybersecurity policy and strategy.
- Represent the CERT key stakeholder meetings.
- Provide overall accountability for incident response during incidents with the sector.
- Manage the annual budget, resource allocation, and procurement approvals.
- Establish and maintain cooperation agreements (MOUs) with relevant partners.
- Approve the publication of security advisories, threat reports, and public communications.
- Chair the Steering Board reporting process and present KPIs, incident trends, and capability assessments quarterly.
- Lead hiring decisions for all senior and specialist roles.
- Ensure compliance with national cybersecurity legislation and directives.
- Drive continuous improvement through maturity assessments (SIM3, ENISA Maturity Framework).
- Oversee all day-to-day operations across incident handling, threat intelligence, vulnerability management, and technical services
- Manage performance of all technical team leads and provide regular feedback and development planning

Qualifications
- Master’s degree in Cybersecurity, Computer Science, Information Systems, or equivalent. Bachelor’s degree accepted with substantial senior experience.
- Minimum 10 years of professional experience in cybersecurity, with at least 5 years in a leadership or management role within a CERT, SOC, or national cybersecurity agency.
- Demonstrable experience managing large-scale cyber incidents at national or critical infrastructure level.
- Experience representing an organisation in international fora.
